Network neutrality is how an ISP should share/allocate its resources.
This choice has to take in consideration different social and economical principles:
- protecting free speech
- encouraging innovation, competition
Different countries have different “takes” on network neutrality.
At first it was decided to not use scheduling algorithms eccetera, now we know that such neutrality is actually not fair, and we started carefully adopting scheduling algorithms and weights.
